Decentralization in Iraq is established through the division of local authorities into governorates. The governorates of southern, central and western Iraq, 15 in all, are governed by the decentralization system. The governorate is an administrative unit which, in turn, is composed of districts , sub-districts and villages . The governorate is administered by two bodies: a legislative and supervisory body called the Governorate Council and an executive body represented by the governor . The administrative units below the governorate, which are the districts, are also administered by a council, the local council , and an executive authority, represented by the district director . The sub-district, on the other hand, is managed only by the sub-district director and has no local council .
